In large parts of the Netherlands, older houses stand on wooden piles driven into soft ground, or on shallow foundations without piles, which on clay and peat sink with the ground. When groundwater falls or the ground sinks, those foundations can fail out of sight, and the repair bill can be far larger than any discount you negotiated. This guide explains how the damage arises, what the new foundation class in the Dutch valuation report tells you and when you usually see it, and which questions belong before your offer.
Foundation problems in the Netherlands mainly affect older buildings on wooden piles or shallow foundations over clay and peat. They are hard to judge at a viewing, insurance does not cover them, and the AFM estimated a median repair cost of €54,000 for the highest-risk owners (2026). Ask the selling agent before you bid.
Why so many Dutch houses stand on wooden piles
Where the ground contains soft peat or clay, as in many cities in the west and north of the country, older buildings were often founded on wooden piles or on shallow foundations. RVO says this was common until roughly 1970. The national knowledge centre KCAF estimates that 487,000 to 537,000 buildings run an increased risk of subsidence from drought.
That estimate was recalculated in the first quarter of 2026. KCAF adds that the number could rise to around 687,000 buildings once climate change is taken into account, and that about 75,000 buildings are at acute risk. A central government news release of 28 August 2026 frames it differently, without naming the underlying study: the number of buildings with foundation damage could rise to 425,000 in the coming years and to 780,000 within 25 years.
The government’s foundation map names the soils where the problem concentrates: low-lying peat, river areas, marine clay, and former sea inlets and tidal areas. In general, it says, cities in the west and north of the country have vulnerable ground.
One warning if you research this in English: results for “wood foundation” usually describe North American permanent wood foundations, which are treated timber basement walls. A Dutch wooden pile foundation is a different construction, with different ways of failing.
Three ways a Dutch foundation fails
Dutch foundation damage has three main mechanisms. Wooden pile heads rot when groundwater falls and leaves them exposed to air, bacteria can weaken piles even while they stay under water, and shallow foundations sink with the clay and peat beneath them, often unevenly. Each has its own trigger, which is why a construction year alone cannot settle the question.

Which houses are exposed, and why there is no safe year
Construction period is the best single clue, but no official source names a year after which a Dutch house is safe. KCAF says 1970 is not a hard line and can vary strongly by region and building type, and municipalities and map makers use different cut-off years for different places.

Newer does not mean certain. KCAF says problems with concrete piles are not ruled out, although the chance is very small and known cases usually go back to errors in construction or execution; for modern concrete foundations, it calls the chance negligible. Its point about 1970 concerns concrete piles: its glossary describes shallow foundations in clay and peat areas sinking with the ground without tying this to any construction period.
The A–E foundation class, and why it often reaches you late
Since 1 April 2026, the model Dutch valuation report takes its foundation information primarily from the KCAF foundation risk report and shows a class from A to E. The catch is timing: the consumer association Vereniging Eigen Huis warns that this information only surfaces after the purchase agreement has been signed.

With class D or E, a limited additional foundation investigation should in principle take place before the valuer can complete the report, according to NRVT, the Dutch register of real-estate valuers. In a clarification of 7 May 2026, NRVT adds that this can be skipped if the client does not consent to the investigation and its costs, or if a recent and reliable investigation already exists. The report can also state that there is no class.
The class is not an inspection of the house. The report states how reliable it is: whether it rests on established data for this building, on data derived from investigations in the same building unit, or on a model analysis. KCAF states that building-level data exist for about 35% of buildings constructed before 1970 (as of the first quarter of 2025), and that where the model is used it can reach a wrong conclusion about the foundation type.
According to KCAF, private buyers currently cannot request the report themselves; it can be requested through an estate agent, a valuer or a mortgage lender, and Vereniging Eigen Huis notes that estate agents have access to foundation information. That makes the selling agent the first person to ask about the foundation risk class and the valuation report, before you make an offer.
A central government news release of 28 August 2026 says that information about possible foundation damage comes early in the buying process. Vereniging Eigen Huis, on an undated page retrieved in September 2026, still warns that it surfaces only after signing, so do not wait for the valuation report to raise the question.
What foundation repairs cost, and who pays
Foundation repair is among the most expensive defects a Dutch house can have. The Dutch Authority for the Financial Markets (AFM) looked at homeowners whose building has label D, “high risk, repair necessary”, on the FunderMaps scale from A to D, and put the median estimated repair cost at €54,000 and the average at €92,000 per homeowner.

The AFM figures are estimates from the FunderMaps risk model and describe how widely costs spread across a group of owners; they are not a quote for any single house. The A to D label is a different scale from the A to E class in the valuation report. The AFM describes the damage as uninsurable, and Vereniging Eigen Huis states that no insurance covers it.
Public maps you can check before an offer
Two national maps show where foundation problems may deserve attention, but neither can judge a single house. The government’s Funderingsviewer shows, per postcode area, how many buildings date from before 1970 together with the type of soil, and the Deltares foundation risk maps work at neighbourhood level. Both help you decide whether to ask more questions.

What to ask before you bid
Ask the selling agent what is known about the foundation: the risk class and how it was derived, any earlier foundation investigation, and any repairs. Do not rely on a building survey for this. Vereniging Eigen Huis points out that a technical building inspection does not reveal foundation damage, although it can find signals that justify further investigation.
- The class and its basis. Ask whether it rests on established data for this building, on derived data or on the model alone.
- Earlier reports and their date. An old QuickScan or investigation may no longer describe the piles as they are today.
- Past repairs. Ask whether the foundation has been repaired, when, and whether you can read the documents.
- Visible signals. Vereniging Eigen Huis names sticking windows, cracks, subsidence and leaning among the signs to look for. They are reasons to ask, not proof either way.
- Your conditions. Vereniging Eigen Huis advises including a foundation condition (funderingsvoorbehoud) in the offer. It warns that if the mortgage falls through because of the foundation and you cannot rely on a financing condition, the sale not going ahead can lead to a penalty, usually 10% of the purchase price. Discuss with your buying agent or a lawyer whether such a condition suits your purchase.
How briven approaches foundations

It does not yet draw on Dutch foundation data such as the KCAF foundation risk report or the national maps.
